Wisconsin homeowners now have an incredible opportunity to save on energy-efficient home upgrades through the Home Electrification and Appliance Rebates (HEAR) program. Funded by the Inflation Reduction Act (IRA) and administered by Focus on Energy, this program offers up to $14,000 per household to help offset the cost of upgrading to high-efficiency electric equipment.

As a certified contractor in the state of Wisconsin, we help homeowners navigate energy programs and rebates so they can maximize savings while improving comfort, efficiency, and long-term value. Here’s what you need to know about the HEAR program and how it can benefit your home.

What Is the HEAR Program?

The Home Electrification and Appliance Rebates (HEAR) program is designed to help low- and moderate-income households reduce energy costs by upgrading to modern, efficient electric technologies.

Eligible homeowners may receive point-of-sale rebates, meaning savings are applied upfront, not months later. Qualifying upgrades include:

  • Heat pump water heaters
  • Electrical panel and service upgrades
  • Home wiring upgrades

When combined, rebates can significantly reduce the upfront cost of major improvements.

Rebate Amounts: What Can You Get?

While the total household cap is $14,000, individual rebate limits apply:

Actual rebate amounts depend on household income and project cost.

Who Is Eligible for Rebates?

All low- and moderate-income single-family customers in the state of Wisconsin.

  • Regardless of fuel type and utility provider.
  • Primary residence as well as secondary residences are eligible.
  • Properties may be owner-occupied or rental properties.
  • Multiple projects per customer/site address is allowed.
  • New construction is eligible on some technologies.

Eligibility is based on Area Median Income (AMI):
  • Under 80% of AMI
Rebates may cover up to 100% of project costs, up to program limits.
  • 80%–150% of AMI
Rebates may cover up to 50% of project costs, up to program limits.

This income-based structure makes energy-efficient upgrades more accessible for households facing higher upfront costs.

How HEAR Helps with Your Home

Electrical, heating and cooling systems are among the largest energy expenses in most homes. The HEAR program makes it easier to upgrade these systems, which provide more efficient heating and cooling in one system.

Benefits include:

  • Lower utility bills
  • Improved indoor comfort
  • Increased home efficiency and value

⚠️ HEAR rebates are not retroactive and must be applied at the time of installation. Homeowners may also qualify for additional federal tax credits, which can stack with HEAR rebates.
